Basil Zempilas has acknowledged that when he made a radio joke that genitals determined the gender of a person, he was not “on top of my game” .

During a debate about the decision of Boxing Australia to bring the World Gay Boxing Championships to Sydney in 2023, Zempilas finds himself in hot water over the controversial remarks.

“If you’ve got a penis mate, you’re a bloke. If you’ve got a vagina you’re a woman. Game over,” he said.

Mr. Zempilas laughed “handle the penis?” when asked how he wanted to handle meeting transgender City of Perth electors.

“One of the things that we’ve learned very early on in our training is that you’re always a councillor of the City of Perth and you’re always in my case the Lord Mayor of the City of Perth,” Mr Zempilas said.

“For a brief moment, at 25 minutes past 5am yesterday, I forgot that I was the Lord Mayor of the City of Perth. That was my mistake. It’s my job to be better than that and it won’t happen again.”

He said for a brief moment he was not “on top of my game”.

“It’s a moment that I would prefer to take back, obviously. I’m not proud of those comments and I have apologised for those comments,” he said.

“They were comments unbefitting of me and my values and certainly unbefitting of the values of the organisations that I work for, my colleagues and certainly not in-keeping with the values of the City of Perth.”
